Upper bound for clipper fares

Right now, you have to decide at the beginning of the month whether you'll ride the bus enough to justify a monthly pass. Instead, Clipper cards should record how much you've paid this month, and stop charging when you hit the cost of a monthly pass. This will reduce the amount people have to think before riding Muni, which should encourage more people to ride.
