Detection at intersections with signals

Why does SF employ such little use of simple technologies (detection of cars at intersections) to keep traffic moving?

There have been lots of advances made in inexpensive technologies to sense cars and keep them moving on the road - less congestion, better air quality and shorter travel times. What's not to like?
