Should There be Limits on San Francisco Charter Schools?

With school districts facing budget cuts, school districts and unions are worried about the loss of student tuitions to new charter schools. State Assemblyman Tom Ammiano of San Francisco proposed AB 401 - a law which will impose strict caps on the number of charter schools allowed to operate on California. The bill will also limit the number of charters to no more than 10 percent  of the number of schools in a district; those districts that reach that quota would no longer be able to authorize any more charters, as of July 2012. San Francisco currently has 110 public schools and 10 charter schools, so the city is close to the limit.

Any thoughts?
