You can file a complaint about MUNI online through the SFMTA website – which then takes you to SF311, the customer service support for the city and county of San Francisco. The site requires you to select the type of complaint you are filing, and the categories are as follows:

Conduct – Discourteous/ Insensitive / Inappropriate conduct
Conduct – Inattentiveness / Negligence
Conduct – Unsafe Operation
Services – Criminal activity
Services – Service delivery / facilities
Services – Service planning
Services – Miscellaneous

311 reports that all submissions will be reviewed within seven days. If your instance requires an emergency response, it is best to contact the San Francisco Police Department to report the incident and file a police report if necessary.
