I'm not a property rights nut, but...

Check out this column in yesterday's paper about Discretionary Review, the process by which neighbors in San Francisco can object to changes you want to make to your home.

I moved here from Houston, TX - where there is no zoning and few neighborhood protections - so I am very grateful for the most part for the system here in San Francisco.

But we really do need to decrease the power that cranky neighbors have to hold up even the most reasonable projects. The column depicts a true nightmare, but on my own block many neighbors have stories where the power of discretionary review has been abused.
