Intelligent Street Lighting

I live on the embarcadero, and every time i wait for the N or T line at night, i cant help but notice how many inefficient lights are along the road. Why don't we switch all of them to high efficient LED light bulbs as well as put them on an "adaptive" system like what Vancouver has done (See link below). Thoughts?
