Increased penalites for MUNI crimes

Just came across this article: http://www.sfgate.com/cgi-bin/blogs/cityinsider/detail?blogid=55&entry_id=69194. This just seems like such an empty attempt to me. Maybe I'm being cynical but, how do the Supes plan on enforcing this or following through? Unless we have a police officer on every MUNI vehicle, is it remotely feasible to think we can catch and prosecute MUNI criminals? An awareness campaign to go along with the new measure is just that; an awareness campaign, not an enforcement campaign. MUNI is incapable of policing itself and the SFPD doesn't have the resources to be on every train. This seems like a bit of a soft approach at fixing a real problem.

I support all efforts to make Muni safer

However, what's been lacking lately is Proof of Payment enforcement. Hopefully that is now changing and will make Muni safer to ride.
