Market and Central Freeway

I know there has been a lot of controversy in the past, but I STILL do NOT understand why there is no right turn from Market St. onto the Central freeway (101).  I know one argument is because of conflicts with bikes.  But the bike lane runs all the way down Market street, and you can make a right at every other intersection.  What gives.  It is the most idiotic thing. 

I would wholeheartedly support redesigning that intersection so you can make a right.  Just pull the bike lane over a lane, you can even put up those lane divider things.
