Yes, the Treasure Island Development Authority has proposed a plan to build a neighborhood to accommodate roughly 19,000 people. This plan is controversial to say the least. Opponents of the Treasure Island plan point out that Treasure Island is not connected to Bay Area public transportation, is built on unstable and earthquake-prone land and that the plan does not provide enough affordable housing options.
